Can Someone Help Me With My Porcupine Puffer. I Think He Has Ick But There Is Alot Of White Spots On Him. Plz Help With My Problem OR Any Other Ideas Of Diseases The He Might Have>

Do you have any cleaner shrimps that might be able to help him at the moment and try to pick of the ick?
Also if you have a chance, create a signature in your account with details of your tank so that we can have a better understanding of your whole setup. The only information that i gathered and may concern others is that I noticed that your tank started March 30 - just about a month now? It could be a little early to have fish in there, but others on the board will know better than myself. If it is Ick, you do want to find out why the fish may have got it, stress, temperature, is the tank fully cycled, etc.
I personally don't know much about Porcupine Puffer's and how hardy of a fish they are.

Lots of white spots certainl sounds like Ich
Only cure all to Ich is to take him out of the main tank, leave your main tank fishless for a minimum of 4 - 5 weeks and put the puffer in quarantine dosing copper to kill off the parasite.
I'm not a pro at this (in terms of dosing copper) so do A LOT of reading...

Despite the name "cleaner" shrimp, they will do little to solve the problem.

I figured a puffer would eat a cleaner shrimp? I always wanted a puffer, but was afraid it would eat the cleanup crew
