Way too many pet stores claim their seahorses are eating frozen food, and are captive bred. Insist on watching them eat before you purchase one. If they refuse frozen food; for sure they are wild caught, and should be avoided. Some wild caught seahorses will accept frozen food, but not very often, and even when eating usually die from a nutritonal defiency.
The easiest way to get good seahorses is to buy them from a proven supplier of Captive Bred Seahorses.
Captive Seahorses are a joy to keep, and a welcome addition to any home.
