can anyone identify what sub location this green bird wrasse is from? he looks much different then the standard green colour

Most likely just the camera not properly representing the true colors
(considering that it's an old photo - taken with an old Point-&-Shoot camera that used a CMOS that couldn't process actinic (420nm) lighting accurately. Surprisingly; many cameras had this issue.)

Not surprising as their native home range extends from Hawaii southward to central Polynesia and westward to Micronesia, Melanesia and southern Japan, through the East Indies, and across the Indian Ocean to the coast of Africa and the Red Sea.
