Sure!
Go with a larger than 20G sump!
and devide it into 3 compartments.. 1 for the drain from the main tank.. center as a small refugium and the 3rd as the return from the sump to the tank.

I agree, a 20 is too small. Go as big as you can. The more volume the better. I'm using a 65 long for my sump. Create baffles in the first chamber to help dissipate bubbles from the overflow.

I would put 4 baffles in so the water goes
over, under, over and under
You can place carbon in one of the baffle compartments, or a filter sponge. I have a 20G for my 90G tank. All I could easily fit under the stand.

Why not buy a 20G glass tank. It would cost like 25bux.. Probably cheaper and easier then building one yourself.

I have access to all the materials... and can make a custom size that will fit in the room I have.. ( I have the plexi cost is $0) :) I made my own overflow box and think it will work well.. cant wait to test it... :)

Well I now have a drawing, any comments. I had to make 1 section full hight as i have a Seaclone and dont want all the bubbles from having the intake too low.

As long as the return from the SeaClone goes through the final set of baffles before reaching the return pump you really don't have to worry about any bubbles it creates as they'll dissipate before they reach the return pump. Otherwise the drawing looks good. Pretty much the same setup I'm using.

homemade sump and overflow box
tank 24w x 17d x 14h
the tank is 24 gal, baffles are 9" tall which allows 15 gal in tank at all times, and leaves 9 gal for power outages ( had 3 last night in this wind storm.... I hope I calculate this right the first time!!! :D
overflow box 7w x 4d x 10h ( outside tank)
7w x 2.5d x 6h ( inside tank)
