Where can I get plastic hose clamps in GTA?

I can only find metal once in Home Depot, but I would like to get some plastic one to use inside of the tank.

I'm sure any reputable reef tank dealer/distributor in GTA could help however you may want to try simple cable ties spaced 1/8" apart on your hose and rotated so they are clamping at 180 degrees opposite each other.
