I have this water machine in the office it is connected to the water supply and does not require bottles
Anyway i was looking under the sink and realized that there is a water filter that has two canisters in there
I am wondering if this is a R/O Machine how can I tell ?

An RO Filter will have at least one vertical filter (containing a pre-filter) and then have another usually white vertical filter at the top.
This one is likely only a basic water filter - as RO (reverse Osmosis) is more expensive.
RO units produce filtered water in with a 4gallons waste water to 1gallon filtered - thus you will only get a trickle out of the good water line. RO units come is a variety of ratings...but the most popular are 24GPD, 50GPD and 100GPD - (and yes GPD = Gallons per Day). I have a 200GPD unit - and even it would have a hard time producing water for drinking.
If a RO is used in a drinking water set-up...you will also find a pressure tank located near the water faucet - as this way the filter is only needing to run to fill the tank - and you then drink the water from the tank.
Feel free to PM/e-mail me for more details, but here are a few pics to show what one looks like:
