For 130 Gallon setup with 40 -60 gallon Sump/ refugium

It has to have a Variable speed ( easily selectable )

The head on this project is about 5.5 Ft

Cost is a Huge factor

There really isn't such a thing as "variable speed" - especially at cost effective.

Easiest way - is buy a pump that is a little bigger then the job you want it to do - and then place a gate valve on the OUTPUT of the pump. This way, all you have to do is cloce the gate valve a little and reduce your flow. Should you need more flow - then you open it a little. Easy way to adjust your pumps output.

Also make sure that you look at getting the True Union gate valves - or at least add the Trus Unions to your standard gate valve - MANY people will tell you that a true union is one of their best purchases.

In respect to pump - check the used goods forums for GenX, Iwaki or another well respected pump. Also...you will want to have an EXTERNAL and not submersible style pump to keep heat transfer issues to a minimum.

Good luck,
