Does anyone know if I can put a corallife 28 watt bulb into a nano cube? The existing bulbs are 24 watt but I'm having trouble finding an attinic bulb

It can be done as long as it will fit dimensionally. The ballast however is only 24W and it would be underdriving the lamp. I know that www.nanotuners.com (http://www.nanotuners.com) sells the actinic as well as Aqua universe.

would underdriving the lamp pose a fire hazzard or harm the ballast?

Nope, it just wouldn't be as bright and may flicker. Have been told that if fluorescent bulbs flicker it drastically shortens the life.
